The NZSAR Council’s Operational Leadership Group ensures consistency of search and rescue operations across New Zealand, following the Council's strategy and direction.
It develops the Search and Rescue Operational Framework, advises on risks and issues in the sector, promotes teamwork among search and rescue providers, sets training priorities, and ensures continuous improvement through lessons learnt. It works closely with the Strategic Advisory Group.

Maritime New Zealand is the national regulatory, compliance and response agency for the safety, security and environmental protection of coastal and inland waterways. Their Rescue Coordination Centre is responsible for Coordination Category II incidents. They also lead the Boating Safety Forum.

Coastguard Tautiaki Moana is Aotearoa New Zealand’s primary maritime search and rescue organisation, powered by volunteers, and enabled by staff. They are a charitable non-goverment organisation that also supports recreational boating safety education
Land Search and Rescue is a national volunteer organisation which provides search and rescue assistance in urban, wilderness and rural areas including regional and national parks, shorelines, rivers, canyons and caves.
A charity and national association representing 74 Surf Life Saving Clubs across Aotearoa, 4,500+ volunteer surf lifeguards who patrol at over 90 locations through summer, as well as providing coastal, flood and river search and rescue capability.
Hato Hone St John is a charitable organisation providing emergency ambulance services to approximately 90% of New Zealand's population, alongside a wide range of community health programmes, first aid training, and volunteer-led support initiatives across Aotearoa.

The mission for the New Zealand Defence Force is "to secure New Zealand against external threat, to protect our sovereign interests, including the Exclusive Economic Zone, and to take action to meet likely contingencies in New Zealand’s area of strategic interest".
